Afaik, it is probably a geocache. You have to wade/swim out to the tree (or take an inflatable boat with you). When you carefully open the ball (it is held closed by a simple hairspring) you find the logbook (actually just a strip of paper) inside. Make a dated, signed entry and afterwards log it at geocaching.com.
There's one exactly like it on the Pader lake about 15 miles north of here, which is how I know :-)
