As mentioned earlier turned out not to be but only because nobody answered.
Actually that's untrue. First number answered and said, 'No-one of that name in this department.'
Second number said, 'All operators busy. Please leave a message.'
I did so but unbelieving that anyone would call me back I also emailed them.
Since then they have called me back. I asked him if he'd understood the rambling message I'd left on the phone. He denied all knowledge of it - although that might have been tactful on his part - and after I'd explained it all again he first said, 'No, not us.' Then looked again and said, 'Oh yes, us but I'll transfer you.'
'All operators busy, please hang on.'
Hung on for longer than it took Husband to walk George by which time I realised it was almost five on a Friday and everyone knows council workers finish early. Gave up.
Have to hope email is more successful. But doubt it.

Sounds like you're getting the classic bureaucratic run-around.
Phone calls like that drain so much energy from me, afterwards I think "That is a half hour of my life I will never get back."
Your chances of talking to anyone were nil. I should try again on Tuesday or Wednesday morning...
Agreed, all. I have emailed them so maybe, just maybe, I'll get a response.
