Well he has offered to help...
My son nearly called up one of our local councilors who left a similar leaflet. He was having trouble completing his Quantum Mechanics assignment at the time.
Catch 22 is the rider "And think I can be of assistance". Since when has ANY politician fulfilled this rider? Never!
